The annual report of the UK Gambling Commission for 2024/2025 states that the regulator is in a difficult transition period in an attempt to broaden its functions in the face of escalating costs and enhanced political scrutiny. Even with the extra spending, the commission closed the year with $14.64 million in reserve funds. Revenues from license fees saw a marginal increase to $37.48 million.
The extent of the UKGC’s bigger role on the financial front is very much clear in figures. Their operating expenditure reached $80.98 million, thus representing a 49% rise from last year. Most of this increase was caused by the change in the number of people employed, which increased to 416 by the end of March 2025, an increase of more than 11%. The wages worth alone reached $37.34 million, exceeding the figure for the previous year of $32.24 million.
In the area of operations, the regulator greatly increased enforcement actions. The UKGC was involved in enforcement procedures in 24 instances that resulted in penalties amounting to $5.64 million. At the same time, the commission sent more than 500 cease-and-desist letters to unlicensed operators and issued hundreds of warnings to affiliates. In addition, more than 95,000 links to illegal gambling websites were taken down, which shows a more determined digital enforcement strategy.
Moreover, the report depicts the overall compliance picture. Approximately one-third of the licensees were awarded a “good” score for consumer protection, while the number of those rated as satisfactory slightly exceeded 40%. Yet, almost 20% were found with serious flaws. The results were more positive with respect to the requirements of fair and open, where over 73% obtained good ratings.
