Lithuania’s Ministry of Finance is going to implement a system of compulsory “player cards” to monitor the gambling activities of citizens in online and offline venues. The Gaming Control Authority will have more powers and resources to ensure that both land-based and online gambling are compliant with laws and regulations.
The three years transition was explained by Minister Vaitiekūnas: “We are giving our gambling operators a period of three years so that they can either rectify the shortcomings of their equipment or replace the machines with the equipment that is compatible with non-cash payment requirements as of 2029.” He stated that the player card will be the main tool for implementing a responsible gambling policy.
This law is to be implemented from 2029 and suggests that a physical card be issued to every gambler that would allow for better control over gambling habits and enable the authorities to track deposits and winnings at different operators.
“By this, we are not only strengthening preventive measures against problem gambling, but at the same time ensuring the achievement of the fundamental objective, i.e. reducing access to gambling and its potential negative effects on health,” the minister said.
The new law will make it mandatory for the operators to use the player card system to perform identity verification, monitor transactions and carry out exclusion-list checks. The government’s initiative to unveil the player card is one of the measures that forms a part of the lately announced strategy to reduce gambling-related issues.
July 1, 2025 is when new, much stricter gambling advertising regulation comes into force and the 21 years old is the new minimum legal age for gambling which in effect will be from November 1, 2025.
